Centre Likely To Amend IT Rules To Regulate AI, GenAI: Report

The Centre could make amendments to the Information Technology Rules of 2021 and introduce rules for the regulation of artificial intelligence (AI) companies and generative AI models.

The amendments may mandate that the platforms that make use of AI algorithms or language models for the training of their machines are unbiased, as per the reports of ET. These amendments can soon be notified by the Ministry of Electronics and Information Technology and direct AI algorithms or language models trained on biased datasets to be barred from being launched for public use. The platforms will be legally obligated to ensure that all the parameters required for the safety of the internet are adhered to.

As told to ET, these amendments can also bring new rules for deepfake, synthetic content and explicit instructions for platforms on loan apps. The official cited in the report also said that IT ministry’s approach to prevent such loan apps from operating in India is to be either through a white-listing of the legitimate applications or placing a banking gateway which prevents the transactions through such apps or people.

Addressing a parliamentary question, Rajeev Chandrasekhar, Minister of State for Electronics and Information Technology said in December last year that the Centre and the state governments have started the standardisation of responsible AI development guidelines. Responding to a separate matter, he also said that the frameworks required for emerging technologies are needed to set guardrails. India’s personal data protection law and the IT Rules, 2021 may help address AI-related harms and instil platform accountability, he added.
